Project Scope
Project Description
San Francisco Public Works (Public Works), City and County of San Francisco (City), is seeking to engage up to four (4) Consultants and/or joint venture teams to provide professional Green/LEED Building Consulting services for planning, design, construction and post-construction Building Monitoring, Engineering, Commissioning and Performance Optimization on City projects on an as-needed basis.

The City and County of San Francisco is committed to developing policies, regulations, building codes and ordinances to improve the environmental performance of buildings in San Francisco, and to maintain highly efficient green buildings that are designed according to best practices for building system design, construction, operation and occupant comfort. Furthermore, the City is committed to adequate system documentation and operator training to support continuous monitoring of the building systems design, construction and optimum operation during building occupancy.

The types, sizes and delivery method of the projects will vary and may require the services of multiple or specialized disciplines.

The City intends to award up to four (4) Master Agreements, each having a 5-year term and up to $2,000,000 contract amount limit. The City reserves the right to change the number of contracts and contract amount limits to be awarded. Contract Service Orders (CSO’s) will be issued during the first four years only. Individual CSO’s may only exceed $600,000 with pre-approval from the Director of Public Works. This is an “as-needed” contract. Award of a contract neither guarantees all or a portion of the contract amount, nor does it guarantee that the projected amount would be expended.

Requirements
  • Rating bonuses will be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subconsulting Participation Requirement is 20%.
  • In accordance with Chapter 14B requirements, all Proposers shall submit documented good faith efforts with their proposals except those who exceed the above stated LBE Subconsulting Participation Requirement by 35%. Proposers must achieve 80 out of 100 points to be deemed responsive. Refer to CMD Form 2B.

  • Questions regarding the RFQ must be submitted no later than March 20, 2017, 4:00 P.M. by email to the Contract Manager at: Jumoke.Akin-Taylor@sfdpw.org.
  • In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of $600,000 is awarded by the City and County of San Francisco until such time as (a) the Mayor or the Mayor’s designee approves the contract for award (b) the Director of Public Works then issues an order of award. Pursuant to Charter Section 3.105, all CSOs are subject to certification by the Controller as to the availability of funds.
  • Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR).   • Late submittals will not be considered.
